PRACTICE AREAS:
Specializes in Administrative Law, public construction and public services regulations, with special emphasis in telecommunications and audiovisual communication services. He has vast experience in transportation and distribution of gas and electricity and water and sewage services. Pablo also advises clients in the participation in Public Bids and represents private contractors in the development of public work projects and public concessions, and more recently, in contracts subject to the Public-Private Participation procedure. He also intervenes in antitrust matters before the local enforcement authority.
EXPERIENCE: Partner at Cárdenas, Cassagne y Asociados (1991/2005) and Cassagne Abogados (2005/2008). Chief Legal Counsel at the National Investment Development Agency (2008/2010). Legal and Technical Coordinator at the National Secretariat of Commerce (2015/2016). Legal advisor to the Secretariat of Information Technology and Communications and to the Under secretariat of Budget Evaluation and Public Investment, both of the Office of the Chief of Cabinet of Ministers.
